Transport and Storage
Rock Removal Cartridges are much safer to store and transport than high explosives.
Because the cartridges contain deflagrating (i.e. non-detonating) propellant, they are classified as UN 1.4S or UN 1.4C explosive products.
This non-detonating propellent will not explode when in an uncontained state so there is “no significant hazard beyond the package in the event of ignition or initiation during transport.” (Transportation of Dangerous Goods Regulation 2.10.d).
This allows the cartridges to be stored and transported without the more stringent regulations that apply to blasting explosives (UN Hazard Divisions 1.1 and 1.5).
Use
Rock Removal Cartridges are also safer to use than conventional high explosives.
The low energy requirements for tensile breakage dramatically reduces the potential for fly rock. The minimal fly rock that does occur is of low velocity and is normally confined to a distance within 10 meter of the hole.
Fumes produced from the ignition of Rock Removal Cartridges are also minimal due to the small amount of propellant used in each cartridge and the nature of the propellant mix itself, and have been measured as negligible when compared to conventional explosives.
REGULATION
There are various regulatory bodies that oversee transportation, storage, and use of this product:
Transport of Rock Removal Cartridges is regulated by Transport Canada and IATA. The UN classification allows shipping by all types of ground transport and even air cargo.
Storage and authorization of Rock Removal Cartridges is regulated by the Explosives Regulatory Division.
Use of Rock Removal Cartridges is governed at a provincial level, and end user regulations vary from province to province.
